Kurt Vonnegut's Harrison Bergeron, starring Sean Astin (Goonies, Lord of the Rings, a whole host of acting, directing, and producing credits, and son of Patty Duke and John Astin (well, kind of, it's a little more complicated than that, and just reading the story made my brain hurt, so I can't imagine living it); I knew he seemed familiar but couldn't place him at the time.)
The story is greatly expanded from a Vonnegut short story. I only saw bits and pieces of the movie (I came in towards the end), but I'd like to see the rest.
